New California Senate Bill requiring digital textbook availability

I just picked up this item, but apparently this past October, California Governor Arnold Schwarzenegger signed Senate Bill 48, mandating the offering of electronic textbooks. Before publishers begin to panic, they have until 2020 to implement electronic textbooks and only need to offer them in addition to not exclusively in lieu of traditional bound textbooks.

The law applies to any individual or company selling textbooks to University of California, California State University or any California private college, although it carries the caveat of "to the extent practicable". While this no doubt cannot be enforced on publishers without offices inside the state of California, in terms of fines and the like - it no doubt can cost them money if the schools that carry their books are forced to drop them for lack of an electronic version.
